The Importance of the Development of Digital Innovation in Civil Service Management Discussed at the International Conference

Around 100 people from various countries of Europe and Asia, as well as international organizations, took part in the international online conference “Digital Innovation in Civil Service Management: Global Trends and Best Practices”.

This is the third annual online conference organized by the Astana Civil Service Hub jointly with the Ministry of Personnel Management of the Republic of Korea, the Agency of the Republic of Kazakhstan for Civil Service Affairs and the Association of HR Managers of Kazakhstan, where topical issues of the civil service are discussed.

“Worldwide, civil service management systems are employing modern technologies and new management approaches which facilitate the move towards more flexible, citizen-centric, and transparent governance.” said Alikhan Baimenov, Chairman of the Steering Committee of the Astana Civil Service Hub, in his welcoming speech.  Highlighting the importance of sharing knowledge and experience between countries, Mr. Baimenov expressed gratitude to the Government of Korea, a world-renowned leader in the areas of digitalization and civil service management, for their constant willingness to share their experience.

In his welcoming speech, the Minister of Personnel Management of the Republic of Korea, Kim Seung Ho, emphasized the importance of digital innovation in the civil service.  “Today, we stand before a great wave of digital transformation accelerated by the COVID 19 outbreak.  Our ministry’s digital reforms, including the development of “e-Saram”, contribute to one of the Korean government’s key policy goals, which is ” to build the world’s best Digital Platform Government connecting all data,” he said.  He also noted that The Ministry of Personnel Management will proactively take part in building an able and competent government, and share the lessons learned with the international community. In particular, the Ministry of Personnel Management will go along with the Astana Civil Service hub in its efforts to reinforce collaboration with countries in Central Asia.

Deputy Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs Azamat Zholmanov shared the achievements of the domestic civil service in the field of digitalization, and also emphasized the importance of participating in such events for the exchange of experience.

During the conference, speakers from South Korea presented the “e-Saram” platform and shared a summary of the annual report of the Ministry of Personnel Management of the Republic of Korea.

Belgian best practices were introduced to the conference by a representative of the Digital Transformation Office of the Federal Public Service BOSA.  Along with this, speakers from the Civil Service Bureau of Georgia, the Civil Service Agency of Kazakhstan and the Civil Service Development Agency of Uzbekistan spoke about the directions of digitalization of the civil service, current challenges and prospects.  The speaker from the State Agency for Civil Service and Local Self-Government Affairs of Kyrgyzstan shared the experience of his country, talking about the “Sanarip Aimak” platform.  One of the important ideas voiced at the seminar was that in the age of digitalization, special attention should first of all be paid to the interests of people.

The experience of these countries aroused great interest among the participants of the conference.  This is largely due to the fact that during the pandemic, the importance of digital innovations for the efficiency of the public service has increased significantly around the world.

All speakers also highlighted the role of the Hub in promoting best practices, sharing experience and knowledge among participating countries, partners and the expert community.  In turn, the Hub continues to work actively to support the efforts of the state bodies of the participating countries aimed at the innovative development of the civil service and the search for digital tools to improve the efficiency of human resource management in the current realities.

Kazakhstan marks National Dombyra Day

Journalist: New York is an amazing city. A city of contrasts, a city of great
opportunities, unexpected meetings and surprises. A city that like a magnet attracts
people from different countries and continents. Home to millions of brave and
daring adventurers. A home for the talented and dedicated to their dreams. This is
how I see New York after six months of student life at the New York Film
Academy. I met many talented people from Kazakhstan, which made me very
happy. And in this material I want to share an interview with the famous producer
and journalist Azhar Moldashova. The topic of our conversation can be titled as
follows – the profession of a producer and the world of new technologies.
Journalist: Azhar, for many people, the profession of a producer is still
incomprehensible. It is not clear what they are doing. The doctor is understandable,
the journalist is understandable, the astronaut is understandable, but the producer is
not understandable. How would you explain who a producer is?

Azhar: yes, yes. Exactly. First, you need to understand that producers in different
fields have their own characteristics in their work. So, for example, a film producer
and a television producer and a music industry producer, having one goal – to
implement a successful project and earn money, will approach the goals in
different ways. Methods for transmitting information in each case are different. In
general, I would say that the history of production originated along with
manifestations of social culture. And as we know social culture has always existed.
In the form of traditions, customs, dances, paintings, theatrical performances, etc.
The ancient Greek Amphitheater or any other theater, for example, vividly
demonstrates social life. Each play, performance of any format, required thorough
preparation. Let’s say a play. There must be a writer of the play, someone must find
actors, costume designers, stage decorators, arrange for people to learn about the
upcoming performance, agree with the premises, conduct rehearsals in the end.
After all, someone did it. Often this someone turned out to be the writer of the play
himself. In this case, the well-known Aristophanes or even Aristotle, known to all
of us, were also producers in part. (laughs) Today, of course, the profession of a
producer has transformed, grown from just an organizer into something very
powerful. Today I would say this is a creative businessman. Skills in various fields,
even seemingly existing in parallel dimensions, can bring that very magic and
make the impossible a reality. Therefore, any knowledge, any skills must be
accepted.

Journalist: today there is no separate specialty in producing in Kazakh universities,
but there are courses lasting a whole semester, where students of journalism
faculties can get acquainted with the intricacies of the work of producers. But on
the Internet, the educational business is flourishing. Many online schools for
producing including. For those who would still like to study the profession of a
producer in educational institutions such as the USA, what educational institutions
would you recommend?

Azhar: I think that any US university that trains specialists in this program will
provide the best knowledge in this area, both theoretical and practical. Since in this
understanding of the profession in which we know it today, it originated precisely
here: through the development of the film industry, and after that this concept
began to be actively used on television, in the music industry, and now with the
active introduction of new technologies into people’s everyday lives, such new
ones have also appeared. areas for producers such as creating and promoting media
content on social media, promoting a personal brand, and so on. In general, I
would say the word “producer” is the most fashionable today. It can be applied to
all areas. This is the peculiarity of this profession. You can dive into any
environment and produce anything.

Journalist: What qualities would you call the main ones for a producer?

Azhar: the ability to fantasize, the ability to analyze, plan. And of course,
knowledge of the audience, desires and needs for whom he creates a media
product. You need to hear, see, know more than others.

Journalist: It’s no secret that social networks have changed the entire media
industry. Content is updated at an unprecedented speed. The topics are the most
diverse. The demand for producers is growing, entire teams of professionals are
working to lure a person using the most sophisticated methods. But the quality of
content, namely in online sources, it is still impossible to control. How can a
modern person not get lost in this abundance of information flow.

Azhar: Yes, I agree. The producer is one of the most demanded and key
professions in the global media market today. Yes, the market. It must be clearly
understood that the media industry as a whole has become one of the most
profitable types of business. And when a person watches any content, that is,
consumes it, it means that he buys it. Sometimes for money, sometimes for your
time. Everyone needs to improve information literacy, this is what every person
needs to learn today and this is what children need to be taught from school – to
sort information. After all, we, in some miraculous way, as if on Elon Musk’s highspeed underground train, found ourselves in a new digital reality, where
information in the form of media content is the fuel for the existence of a global
virtual world, which we call the Internet. So this very Internet and new
technologies have become best friends and have learned to literally dictate to
humanity new rules of life on our good old Earth. And literally in a short period of
time, the picture of the human world has changed. His attitude to such basic
concepts as the institution of the family, education and school in particular, food,
beauty, etc. has changed. I think that you and the readers perfectly understand what
I’m talking about. Of course, no one will dispute the fact that this brought many
positive changes in people’s lives in general, but there were also side effects from
such high-speed movement in time.

Journalist: Do you want to say that people did not have time to reorganize?

Azhar: yes, that’s right. From push-button phones for calls and only to pocket
computers with the world library and museums of the world. Despite the fact that
people watched films about the incredible abilities of super smart people who
quickly hit the computer keyboard and created or solved global problems,
prevented disasters, forced someone to obey their will, destroyed or created
something – perhaps someone realized that this was reality, but most simply
enjoyed the plot and the emotions that they received from viewing.

Journalist: Yes, there were times when few people could believe that there would
be robots in human form, and most importantly, that the person himself would
create for him a certain intelligence and the ability to make decisions, like the wellknown terminator movie.

Azhar: yes, that’s right. And the reaction to this film, for example, of a child 20
years ago and a child of the same age today will not be the same. Since the
information field in which these two people were born are very different. And the
role of a producer in this modern reality, where information is everything! I would
say one of the key ones. The United States understood this trick before anyone
else, and this is what gave impetus to the incredible development of the media
industry in this country. And the country is still actively investing in the
development of this profession.

Journalist: as a producer to create media content that everyone will love.

Azhar: you know, even the most brilliant ideas in excellent execution can be
rejected by certain groups of people. If a producer put a piece of his soul into this
product, it can be very painful to hear criticism. But it is important that this is
absolutely normal. Even not everyone likes ice cream (laughs) but in general, what
resonates with the audience? What they understand. What unites them with the plot
of the content. Memories of childhood, smells, first love, any feelings from anxiety
to delight.

Journalist: Azhar, I know you as a successful producer and journalist. I am familiar
with your television projects. My youngest son loves your ABS+ project very
much. At the age of 3, he already repeated the words in English for the program
participants. What is special about producing children’s television content.
Azhar is that his audience is the most honest and authoritative. They won’t watch if
they don’t like it. Not under any pretext. And no one, not even their parents, can
force them to watch what they don’t like. It doesn’t matter to them that it is useful,
that it will teach them to read, write, learn words in English, for example (laughs).
And in most cases they will still force to turn on the content that pleases them.
They know how to convince!

Journalist: oh yes, children can convince. I know this from my own experience
(laughs)

Azhar: so, first you need to attract attention. Of course, this is a beautiful, juicy
picture, musical accompaniment, funny memorable sounds, for example, in
interruptions. And only then through the game form, as if inviting the child to join,
make friends and play together, you can broadcast the idea. Educational material,
for example, in the case of ABC+. After all, we all remember Good Night Kids. As
through music, regular characters, cartoon producers of the program carried out
educational work. And the regularity of the broadcast is also important, people by
nature love reliability, children need constant heroes, reliable friends. And yet it
has not been possible to create a children’s television program of such a format that
would be just as loved and popular by the generation. Good Night Kids, I think – a
legend, an example of successful children’s television content.

Journalist: Yes, this program is a uniquely produced product. You do not think that
it was so popular because there was no Internet and such competition as now.
Azhar – the opportunities provided by the Internet and new technologies are, of
course, incredible. One of the keys to the success of Good Night Kids, and many
other TV programs in general, is that they have succeeded in bringing generations
together. Create something that made them happy, something that brought joy and
carelessness to their homes. Gathered all family members together, that is, the
main content of the TV channel could be watched by everyone. Yes, there were
such times in the history of television. And these memories that they receive in
childhood through media content unite adults according to their interests. What
you can use and create successful content for the same, but grown up kids.
Journalist: what do you think about the statements that television is dying out, and
many do not even want to have a TV at home.

Azhar: let’s start with the fact that TV and television are no longer complementary
concepts. On TV, you can watch not only television content, and television can
broadcast its content not only through TV, but also on Internet sites. A feature of
television is a grid form of information transmission, which is not very convenient
for a modern person. Although there are generations that prefer this form of
television. The methods of transmitting information on television will change
along with new technologies and human needs, but I think it will not disappear
anywhere. We need to develop television through talented producers, this is the
main key to development. And the negative associations with the TV, I think, are
connected with such expressions as “killing time in front of the TV”, a slacker with
a remote control on the couch, or a brainwashing box. Although many people are
doing just that, but not in front of the TV, but in front of the screens of pocket
computers. There has been a slight change in terms. Brainwashing on TV, and
freedom of speech on the Internet. Everything is much more complicated.

Journalist: I see that we can discuss this topic for a very long time. Indeed, the role
of the producer is becoming more significant, and social responsibility is becoming
higher. I want to thank you for this sincere and interesting conversation.

Azhar: I am glad that the first kind of information bridge has appeared connecting
the Kazakhs living in the USA with their historical homeland. It is also a window
for Kazakhs be aware of important events in the life of Kazakhs in America. Many
talented Kazakh youth live in the United States. Each brought here their own path,
dreams, goals. I think it’s a mission that brings people to America. Perhaps hidden
even from the man himself. Because it is in America that all paths intertwine and
new doors open. Understand me correctly, if there are people in the world who
sincerely love Kazakhstan, then I am one of them. I certainly believe in the
wonderful future of Kazakhstan. And I think that it is the youth that our land has
brought up that will create favorable changes for all mankind on the planet. We can
observe all this on the world stage, whether it is IT, creativity, science in various
industries, documentary films, sports, media industry, etc. At this stage, this may
not be so obvious, but it is understandable and quite understandable for people who
can see the global picture and analyze world trends. I wish success to our first
information portal in the USA.

Сivil servants of Central Asia and the Caucasus familiarized with the best practices in the field of digital government

More than 80 representatives of the authorized bodies of 7 countries of Central Asia, the Caucasus and the Republic of Korea studied innovative technologies in the public administration during the international meeting “Cooperation and Capacity Development in Digital Government” in Tbilisi.

The event was organized by the Astana Civil Service Hub (ACSH), the United Nations Development Programme (UNDP), the Ministry of the Interior and Safety (MOIS), the National Information Society Agency (NIA) of the Republic of Korea, the Ministry of Justice of Georgia and the Civil Service Bureau of Georgia, as well as the World Bank.

The two-day event on innovation started with welcoming speeches of the Chairman of the Steering Committee of the Astana Civil Service Hub Alikhan Baimenov, the First Deputy Minister of Justice of Georgia Tamar Tkeshelashvili, and the Minister of the Interior and Safety of the Republic of Korea Mr. Sang-min Lee.

Speaking about the joint project between the ACSH, UNDP and the Government of the Republic of Korea, Minister Sang-min Lee emphasized that “COVID-19 has created a lot of difficulties in international cooperation. But, strenuous efforts, made by the UNDP and the ACSH lead to uninterrupted implementation of the project, and made today’s event possible”. He also noted that exploring best practices in the field of digitalization and the application of whole of government approaches in the public sector play an important role in building the government as a digital platform, as well as in breaking down barriers between government institutions and providing quality services to citizens”.

In his welcoming speech, Alikhan Baimenov noted that “the new reality we live in today have put governments around the world under immense pressure, placing new demands on the quality of public administration. Among the many factors that determine the resilience and effectiveness of public administration, two aspects can be distinguished. First, it is the application of modern technologies, innovation, and digitalization. Second, it is the development and implementation of a whole-of-government approach”. He also emphasized that the topic of today’s event not only combines these two areas, but also confirms that a whole-of-government approach is required for the successful implementation of digitalisation initiatives.

In addition, the UNDP Resident Representative in Georgia Nick Beresford and the Regional Director for the South Caucasus Sebastian of the World Bank Sebastian Molineus delivered their welcoming remarks. Best practices in the field of digitalization were presented by leading experts of Georgia, the Republic of Korea and the World Bank.

Representatives of Georgia and Korea spoke about successfully implemented initiatives in the digitalization of governance and public services in their countries. The most critical factors that need to be taken into consideration for ensuring successful digital transformation processes were discussed using the experience of Korea as an example.

Experts from the GovTech team of the World Bank shared experience in utilising whole of government approaches in digitalization, and also talked about how to increase interoperability between government agencies at different levels and build effective data-driven governance.

On the second day of the event, the Government of Georgia arranged study visits to the Digital Governance Agency, Techno Park and Public Service Hall, where innovative projects, solutions, and technologies in the field of public administration and public services were presented.

Head of State acquainted with Ulytau region’s development prospects

ZHEZKAZGAN. KazUnite – Governor of Ulytau region Berik Abdygaliuly has reported to the Head of State on the prospects of development of the region and Zhezkazgan city, Akorda press service informed.

According to him, environmental deterioration, critical condition of the roads, weak diversification of the city’s economy, dependence on large enterprises, wear and tear of utilities and communications infrastructure as well as the problems in social sector. Berik Abdygaliuly says that the establishment of a special economic zone will let speed up diversification of the region’s economy.

The region plans to complete the construction of Uitas-Aidos water pipeline by 2025. Beginning from 2023, Zhezkazgan city will be provided with water from the Eskulin water supply system. The municipal akimat has launched a housing renovation programme, as per which 20 residential estates will be built in the city.

He stressed the importance of building a state university, a supplementary education centre, new schools, sports and recreation centers and a philharmonic hall.

Kassym-Jomart Tokayev backed the initiatives put forward by the Governor of Ulytau region.

The President emphasized the need to improve local population’s living standard. He commissioned the Government and the akimat to take all required measures to develop road construction, environmental protection and education spheres.

Chairman of the Board of LLP Kazakhmys Company Eduard Ogay reported to the President on the prospects of development of the enterprise and the region. He said that his company is ready to contribute to the development of infrastructure of Zhezkazgan and Satpayev (small town).

«The company plans to allocate 25.4 billion tenge for this purpose that is twofold higher against 2021,» Eduard Ogay added.

However, the Head of State requested Kazakhmys Corporation «to increase financing, if possible, since 25.4 billion tenge does not seem enough». «Your help will be required in construction of social facilities and sports facilities. Local residents hope that the region’s infrastructure will be improved. Special attention should be given to social facilities too,» he stressed.

Besides, the company will focus on healthcare, education and sport sectors. For instance, Kazakhmys plans to build a children’s sports academy in Zhezkazgan in 2023, a 200-bed boarding school and housing.

ALMATY. KazUnite – A mare that saved its foal from a bear’s sharp claw, sacrificing its own withers for the foal’s life, is feeding its baby foal despite the bloody mess. Not letting an angry, scary chasing bear catch its foal, letting the bear rip out its own back wither she kept its foal’s life.

Is it possible to look at this scene without emotion, without heartbreak?

No matter how the mare was wounded, its foal is safe. Isn’t it the main foothold to the mare?

Her bloody wound is not a prevention before its love to its baby, foal. A mare is feeding its own foal with love though it’s barely standing on its feet.

Death in the way of saving own foal is not as scary. In case of danger to own baby foal, the mare was ready to go through fire and beyond.

We see in this image the blood-soaked mare with a fizzy, lifeless mane. Careless innocent foal. It is an ugly image, but yet it is so impressive. It is so touching yet so heartbreaking.

No words are needed to convey the power of maternal love. One picture of this is enough.

But one thing makes us think and sign. Does anyone who is considered a being at the highest stage of development on the Earth care about their child as this mare does? Aren’t there people in the world who leave their children without any care, no pity, without mercy?

Yes, it is clear that this state of the mare, who was ready to give her soul to her foal, led us to various thoughts.

Kazakhstan wins WTT Youth Contender 2022 title in Czech Republic

NUR-SULTAN. KazUnite – 15-year-old Alan Kurmangaliyev of Kazakhstan defeated his rivals from Qatar, Poland, Ukraine, Bulgaria, and Japan at the ongoing World Table Tennis Youth Contender 2022 in Havirov, Czech Republic, the National Olympic Committee’s press service reports.

Kurmangaliyev beat Kazuki Yoshiyama in the U15 Boys’ singles finals with a score of 3:1 (11:8, 11:13, 11:4, 11:7).

The tournament is held in four age categories: U11, U13, U15, U17 and U19 among girls and boys in singles.

As earlier reported, Alan pocketed another medal at the WTT Youth Contender held in Spain which brought together sportsmen from Asia, Europe, and South America.

Kazakh Ambassador meets Royal Industrial Club of Amsterdam members

BRUSSELS. KazUnite – Kazakhstan’s Ambassador to the Netherlands Askar Zhumagaliyev met with the members of the Royal Industrial Club of Amsterdam. The meeting participants were informed about the promising sectors for investment and Kazakhstan’s plans on further development, Kazinform correspondent reports.

The diplomat said that Kazakhstan draws special attention to the establishment of a strong and competitive business environment. He reminded that Kazakhstan was ranked the 35th in the Global Competitiveness Index.

«In the World Bank’s Ease of Doing Business Survey for 2020, Kazakhstan stood 25th out of 190 economies,» Askar Zhumagaliyev said.

Moody’s raised Kazakhstan’s ranking to Baa2 with a stable forecast. Fitch and Standard&Poor’s also confirmed Kazakhstan’s debt ratings and forecasts before the pandemic and pointed out financial stability of the country.

Ambassador Zhumagaliyev also informed the Dutch side of the tax preferences introduced in Kazakhstan.

In his words, Kazakhstan offers all-round support to investors in various sectors. «We provide support in implementation of investment projects, tax preferences, exemption from the corporate income tax, land tax, property tax and non-fiscal incentives such as provision of land parcels and infrastructure,» he said.

The diplomat told the meeting participants about 13 special economic zones and 36 industrial zones located across Kazakhstan which provide infrastructure and a wide range of investment preferences to the investors.

According to Askar Zhumagaliyev, Kazakhstan has a direct access to the markets of more than 1bn consumers, including the Eurasian Economic Union, China and the Caspian basin.

The country’s transport infrastructure is also well developed, he stressed.

According to him, the Netherlands is the No1 investor of Kazakhstan with $105bn invested in our country.

The members of the Royal Club expressed interest in personnel related issues, climate of Kazakhstan and the reforms conducted in the country.

Askar Zhumagaliyev also informed the Dutch side of the results of the referendum on constitutional amendments held June 5 and the changes expected after the referendum.

Kazakhstanis’ digital literacy level at 85.3%.

NUR-SULTAN. KazUnite – The level of digital literacy among Kazakhstani population aged 6 and over improved from 82% in 2020 to 85.3% in 2021.

In 2018 this indicator was at 77.3% only, Kazinform learnt from Energyprom.kz.

Provision of households with laptops reduced from 54.7% in 2020 to 52.8% in 2021. Their number per 1,000 people reduced from 170 to 164.

In regional breakdown the highest digital literacy level is observed in Nur-Sultan – 94.6%. Then come Almaty region (89.3%) and Almaty city (88.9%). The worst results are recorded in North Kazakhstan and West Kazakhstan regions– 76.5% and 76.8%, respectively.

The target set in Digital Kazakhstan 2018-2022 program was to raise the population’s digital literacy level to 81.5% in 2021 (the program lost its effect to date). North Kazakhstan, West Kazakhstan, Akmola and Karaganda regions did not reach the goals set.

The average level of digital literacy among the population aged from 6 to 74 in 2021 made 87.3%. Unfortunately, North Kazakhstan and West Kazakhstan regions did not achieve the target set at 81.5%. Their digital literacy indicators were 80.2% and 79.2%, respectively.

The senator suggested making a documentary about the writer’s life and creative work, to hold an international science to practice conference, to name schools in Nur-Sultan and Almaty cities after the writer, etc.

«Sherkhan Murtaza devoted all his life to the development of national culture and literature and left a rich heritage to the descendants. Being a deputy of the Parliament, he wrote numerous articles in which he raised the acute problems of the country, land-related and language-related issues. Sherkhan Murtaza (September 28, 1932 – October 9, 2018) was a Soviet and Kazakh writer, public and political activist. He held the titles of the People’s Writer of Kazakhstan (1992), Honored Worker of Culture of the Kazakh SSR (1984), Honored Worker of Culture of the Kyrgyz Republic (1995) and Laureate of the State Prize of the Kazakh SSR (1978).

His most popular works are the novels «Kara Marzhan» (Black Pearl), «Kyzyl Zhebe» (Red Arrow), and plays «Stalinge Khat» (A Letter to Stalin) and «Besseudin Khaty» (A Letter from Five).
